Easy Conformance to Chapter III Roaming Regulation for euro MNOs thanks to a versatile Roaming Wholesale Platform 
 

Sisteer and MATERNA enter into agreement to provide a cost-efficient regional networking platform that enables network operators throughout Europe to comply with June 2014 mandatory cross-border roaming regulations

Paris and Dortmund, 18th February 2103: Information and communications provider MATERNA (www.materna.com) and tier-one mobile virtual network enabler Sisteer (www.sisteer.com) today jointly announce that they have entered into a pioneering agreement that provides European mobile network operators with a cost-efficient turnkey solution  that will enable them to be fully compliant on-time with the next set of mandatory European regulations on EU Roaming. This solution is based on field proven technologies especially on both real time protocol and provisioning techniques already used by Sisteer on its different live MVNE platforms.

By June 2014, European MNOs are required to offer two standardized wholesale roaming access services to Alternative Roaming Providers (ARPs): Single IMSI and Local Break Out services. An Alternative Roaming Provider will be a new type of player similar to an MVNO that specializes in offering roaming services, without the hassle to change his SIM and mobile number. Thanks to Single IMSI service, a European resident travelling inside Europe may sign up with a tour operator for a four week flat package of roaming services. Local Break Out service will allow European customers to subscribe directly to a local mobile operator data only package  similar to hotel wifi plans.

The new EU regulations will impose further price pressure and competition on current mobile roaming services and cap mobile internet services. This poses a deep challenge for European MNOs, especially for the ones with little or no prior experience in connecting MVNOs to their networks.
